SE Override is a calculation that takes place before STA is calculated when applying status effects. It works as follows:
SE Override replaces the normal process that takes place during STA calculation when applying status effects.  
 
It replaces the normal STA value for the status with the override %.
* Roll for SE override - if successful, SE applied; if not, move to STA calc
* Roll for STA calc - if successful, SE applied; if not, SE is not applied
